Here's my suggestion about seoblackhat. Syndk8 is good for ideas and information up to about 100$ a day it's a great place for newbies and it's free. However the key to realy good blackhat is doing things Massively, not 10-20 sites but 100s' of thousands and for that you need a lot different skill set. This is who this forum caters to. Talking about how not to get noticed on such a large level and strategies to get to that level.
With that said most of these strategies don't involve a simple interface like PPC arbitrage and a website. They're going to involve some coding, network knowledge and server manament knowledge. There's a lot of great info about how to use all this stuff to your advantage, but it's not for newbies which has been said many times.
As far as the activity I think it's as active as it needs to be. It's a very focused forum with a purpose. If you have a question you're probably going to get a very educated experienced answer. If you're looking fo some place to chit chat about whatever your probably going to be disappointed. I know personally there's people making more money in there that you can imagine and you don't make a lot of money chit chatting if you know what I mean.
Hope this helps give some of you a better picture. I'd suggest the forum to anyone that has a good amount of experience and succes in blackhat and wants to jump up to that next level.
