IMO, it's a big red flag. If somebody (a potential advertiser, partner, etc.) won't get on the phone with me, that deal probably won't happen.
The internet leaves a LOT of room for people to create realities about themselves that don't actually exist. While a few phone calls won't prove anything for sure, it certainly adds a level of credibility to whatever they have said or done previously. (And if they won't get on the phone, they probably have something to hide.)
So I would say that Jon's hesitation was right on.
