Actually, according to CT law it seems they will track down who bought the keg and they will be responsible. The "social host rule" really only comes into affect if someone dies at the party if I read the rules correctly.

BYA- yup. I watched that one video on google. If the police show up, I'll step outside and shut the door behind me. Everyone will be in the basement anyway for the most part and the shades will be drawn on the windows in the house. I will most likely stay reasonably sober for the party just to make sure everything is under control. I also plan on leaving a note for the neighbors to let them know that I will be having a get together of sorts and that if at any time they feel inconvenienced, they can call me on my cell phone and I will take care of the matter right away.

I'm really not that worried about it but I'm in a fraternity and we go through a lot of planning for our parties to make sure we have our asses covered if anything happens so I'm just taking the same precautions.
