Yes, cycle sites are certainly black hat and will get deindexed /banned if you leave them up too long. Autoblogs are less risky, but could get penalized as well. I think your chances of having any problems with a basic autoblog are slim if you mix things up enough, get some decent inbound links and don't over-ping the shit out of the aggregators.
