1. If you are looking to make your blog less spammy, then yes.

2. Using Eli's script, you don't need to worry about cron jobs or manually updating the feeds. They automatically check for new posts when someone visits the blog. So, in short, I guess the answer is Yes, they run continuously.

3. Sort of, www.syndic8.com is the closest thing to this I can think of. Getting full feeds is more of a manual process (at least for me, I don't know PHP well enough to automate it)
