Historically, it has been a smart political policy , the more questionable your racial inclinations the more minorities you fill in lead positions. Takes the heat off. Just look at Bush's cabinet. I'm not saying the man is a raciest, but I would never think of him as being friendly with the minority causes. But the best way to combat that is the put-a-minority-in-the-administration red herring tactic. Then, during the time of the presidency when you are accused of having anti-minority agendendas you just point to your own cabinet and say "Bush doesn't hate black people, cause here we have Ms. Condoleezza Rice"
