eNom may charge a fee (not sure; I know Moniker charges a quarter to return) for tasting, but ICANN doesn't directly; it's 100% free within 5 days.

Nobody can stop you, just like nobody can stop a determined thief (nothing suggestive, just making an allusion). At a certain point, it is all about trust. If you are willing to tell Facebook your name, you should be willing to put in the domain name you want to taste
