It won't really. The free domain+hosting thing is for noobs starting up. But this program actually helps procrastinating 9-5ers (who have a few dollars to spare) to just step up on their feet and get going.
And anyways we now have
McJiffy - Open source alternative to BANS and Phpbay - so that shouldn't be much of a problem either.
