It's not in the clutter of ads.
It's 2 things
  1. How organized the ads appear
  2. How much they look like ads
There's a reason MFA sites succeed, and a site peppered with banners won't. The adsense ads themselves look like content and are well structured. Even if there isn't another coherent piece of information on the page.
Hence the higher CTR. People are drawn to the "not gibberish"
