Agreed. In congressional terminology, "martial law" is when the speaker forces a vote without giving members ample time to review the item and its implications, or to leave to do research. It basically amounts to forcing a bill through because they have no idea what they're really voting on.

I agree there's some crazy shit going on in this country right now, but I suspect if there were enough people in the Exec branch that wanted to put everyone under military rule they'd just do it without declaring anything except "You're screwed."
