A few more suggestions... Don't have hardcoded limits. If you have quality posters they should understand how forums work. If every post is an essay it comes across as stilted and phony. Sometimes people make short comments as part of a discussion. Make sure posters are participating and in the flow and not just posting to a wall.
Also be careful with imposing topics/reply ratios. Most ratios I have seen are out of whack with what you see in normal active forums. Certainly an empty forum needs more topics, but I have seen people looking for 5 to 1 ratios on forums with a decent number of topics, and it is the wrong way to go. If you look at the posts here the ratio is around 10 to 1. From memory that seems to be on par with other active forums. So don't get caught up i n a 5 to 1 ratio, for example, as it makes the forums feel unnatural.
