Target demographic, interests via cable tv.

Thought I was seeing some pretty local small businesses advertising lately. They probably are getting an affordable rate for targeting a very tight demo.
The cable co makes out by selling the same time slot multiple times for more in total than they would otherwise get. (I live in one of the areas mentioned in the article.)
