While they do allow some things to slide, let's not hand out all the blame. They set rules. Even the places without bad press. If you're running even a reasonable amount of places nowadays(for PPC at least) you've probably got more than one version of the page.
If you're running trial offers there's places that don't allow some combination of: upsells, audio/video autoplay, exit pops, pop ups, asterisks around "free", terms of service(link), terms of service(text), certain niches altogether, flogs, farticles, celeb endorsement w/o proof+documentation, etc.
They've all got their own rules to keep things in check. They want money, but have a set limit of heat they're willing to take for it.
It's a balance between both sides.
