No, it's not. It used to be that BC Hydro would turn a blind eye to excesive paid (not stolen) electricity use or you might get a nice call from them offering helpful tips on how to reduce your electrical bill. Now they just show up with RCMP in tow.
Here are some stories from the US about the same sort of thing. Sounds a lot like they are using electricity bills as the first indicator of something suspicious, then following that up with IR flyovers and other surveillance...
