I'm currently focusing on Education Campaigns. I have leads gathered that are valid to submit. I want to form a call center to call and verify these leads to submit them. Problem is these submissions have to look Organic, from random IPs. What do y'all suggest?

You don't do that. Easy way to get burned really quickly. Find a company that wants to buy your leads that allows host-and-post.
You need to form a strong partnership. Use connections, network at trade shows, and you'll find companies to work with. As kingfish mentioned, call companies on the phone to talk. You'd be surprised what you can get out of a phone call.
Also, if you're allowed to do a host-and-post type deal, your leads will be watched extremely closely for quality and audited frequently. Just the nature of the business. If you send shit leads, you'll be cut off really quickly - though that applies to any lead-gen deals, really.
