Tip: Lots on incoming backlinks or even 1 PR 7 to PR 10 link and you'll avoid the sandbox and get indexed inside a week.

Ever since a buddy of mine put up a site with zero outbound links and only 7 incoming links just from a few forum posts and a blog article on a Pr2 blog and got a PR4 site, I have complete faith that Google PR is based on some random number.
