15 Web 2.0 = 15k Backlinks?

I ordered some stuff off a member here at BST and it was stated to be 15k backlinks. The report I got was 15 Web 2.0 properties to which I got a mail stating as follows.

We have speically created you over 15 blogs (see attachment for details) that direct to your website with your anchor text (keyword).
We are only doing this as a special promotion as each one of these High PR Do Follow backlinks are all from authority web 2.0 websites.

The value of just one of these blogs is worth 1000 backlinks.

15x1000= 15000 backlinks equivalence !
