what are the best networks?

Personally I think all the 2nd tier engines suck. They're cheap but hardly ever worth the time. Stick with Google [Adwords] and Bing [adcenter].

I wouldn't rule those networks out. You gotta think about the CPA offer too.

Some offers run better with different networks.

Google PPC has alot of rules. As i am now just finding out. Running direct to your offer can be a little difficult, but definitely possible.

Sorry to hijack as I know you're looking for PPC traffic but have you give PPV a try ?!

I don't know what's your budget is but I hear nothing but good things about conversion rates from Traffic Vance. The demand for their service must be high, considering the minimum initial deposit of $1000!

Some PPVs:
