I would like to start this important post to share the most effective google optimization practices,
lets start discussing what Google likes and what factos have a direct impact on Google ranking, you
are welcome to continue ...
- Keyword phrases put in website content
- Keyword phrases put in meta tags - tittle, description, keywords
- Incoming link quality and number
- Keyword phrases in incoming links
- Keyword phrases in internal links
- Keyword phrases in domain name
- Each page should be available for 2 clicks
- The time visitors spend on website
- Content update
- Website traffic
- Domain age
- PageRank
........

For the anchor text stuff: Getting the Most out Of Your Anchor Text: It’s not as Simple as you Think : Slightly Shady SEO
For the rest, updating content is golden. It's easier to index, easier to rank(albeit for a short time).
Internal anchor text and external have different weight, but are very necessary. User behavior has no impact.
Meta tags have very little importance anymore.
The main thing? Links. Good ones, as many as possible.

You don't see this tip a lot but Google also looks at the Country your server is hosted in. So for instance, If i want to go higher the the SERP's in Australia I would host my site in Australia and vice versa if I am targetting the US market.

Also, it is very good when external and internal link text includes keywords!
