Help is it a good keyword or Google bug?

I am a newbie for affilicate programs, now i encounter a strange problem during choosing a keyword, my keyword is "how to home solar", about 4400 search volume reported by Google keyword tool. but when searching this keywords plus quotes, the result is "Results 1 - 5 of 5 for " how to home solar". (0.30 seconds) " Only Five pages, in most cases a keyword has about 4000 search volume per month, when searching with quotes, usually have thousands of result pages. i have no idea about this, is it a Google bug? i need you help, thanks!

Are you using broad match or exact match in the keyword tool? I doubt many people are searching specifically for "how to home solar".

In this case, you searched with broad match.

However, there are cases where the number of user queries and the number of SERPs do not match at all.
This case is an example. The actual keyword is "how to home solar power". There are only 4 results for that, but there may be around 100 users searching for that every month.
So, demand > supply. The dream for anyone starting with SEO is to find such high volume keywords.
