As there were many queries regarding this, I am posting here the essential terms of use of these vouchers:

Facebook Adverts vouchers:
Only one promotional code can be applied to an account. The account balance obtained by the voucher must be used within 90 days of redemption of voucher.

Google Adwords Vouchers:
Only one promotional code can be applied to an account and that too within 14 days of signup. However there is no expiry of account balance obtained by the voucher. Also the voucher credit is convertible to your local currency.

1. I do not personally encourage people to create multiple accounts.
2. I have seen people create 20+ accounts without any problem. A client of mine used to restart his modem after every account creation.
3. I would personally suggest you to create accounts in the name of your siblings, parents etc. This way I can not see how there will be a problem.

FB requires you to have selected a funding source before applying the voucher, in my case I chose paypal. Can you use the same paypal for each account that you're planning to apply the voucher on?

No. For multiple accounts, you have to have multiple funding sources as well i.e. credit cards or paypal accounts.

No. If you've already redeemed a voucher on your account, another voucher will not work.
