Yes I have done in the past. Just try to mix up the keywords and change text on the adverts slightly so that it doesnt raise any alarms

Be careful when buying adwords account.
Google will easily suspend it because of the ip change.

I make all accounts myself and i dont use any cc or vcc.
Even the vouchers are free when you know right places

Just have to know some tricks :P

Will teach you:

How to bid less then competitors and outrank them anyway.
How to find all that your competitor is doing + keywords they are using.
How to use "trademarked" keywords in your adcopy.
How to copy successful PPC businesses (People will email your their keywords, traffic details, and all you need to copy them).
How to advertise on same search results with multiple ads.
How to be safe from networks+managers etc.
