Their program is invite only, but you can contact your MSN rep to get an account. They are looking for about $5k a month spend, but once you get the key, it can be used for any account.

adCenter API tokens are not transferrable
Hi Beaver,

We appreciate your interest and understand there is interest in a more open program but it's not available yet.
At this time, API tokens are not legally transferrable according to the terms of use. Section 9 in the license agreement prohibits a transfer.
Please contact your account rep with adCenter if you'd like to learn more about eligibility. Please follow the API blog if you'd like to keep updated on future plans or changes to the program.
