That is a link you can use to request 1 free voucher coupon. Many small web hosting companies, resellers, SEO marketers, etc. require large quantities of these voucher codes to supply to their customers. That is why these are sold in bulk. To answer your question about: "workable only with FRESH accounts?" This is stated because Google only allows for vouchers to be submitted on new accounts created less than 14 days ago. I hope that answers your questions.
