This particular FBI announcement would be about potential Timothy McVeighs, not Muslims. There were actual Soviet spies in the USA during McCarthy's time and I believe he pointed out a few of them, or people that were helping them. The problem was he pointed the finger at a large amount of people just because they had leftist leanings and he accused them all of being extremists to the point of wanting to turn the USA into part of the USSR.

The same type of thing is going on here where they are lumping a large variety of people into the same group as McVeigh. Going by the way the FBI has defined things, apparently Ron and Rand Paul, Noam Chomsky, Gandhi, and possibly Jesus Christ, all are/were radical anti-government extremists.
