Because he isn't in front of the car, he's just at the side. He hasn't told that guy to stop. Therefore that guy has no legal obligation to stay where he is. He starts the engine and does nothing, moves slightly and still does nothing, and only at the last minute acts like a faggot drama queen.

This guy has every right to sue the fuck out of that guy, he's not clearly told him to stop. He's standing at the side, only moving slightly when the engine starts. The cop clearly saw the guy get in his car ( how could you not so close, or hear the door close ), clearly heard the engine start, and then proceeded to stop closer into the car before it moved. Then, after the car crept forward, he proceeds to place his foot closer to and under the path of the tire even more then before.

Fucker knew what he was doing all along ( both of them ).

Side note: If you piss off a cop and he has to force drag you out of your car like that because they are pissed the fuck off, you should already assume your gonna get your ass beat or get slung around like a rag doll. Might as well have started to throw some elbows and fists because you already know whats coming next. I cant help but think the guy face planted the street when the second cop kept ahold of his ankle up in the air like that.

Stupid cop, all for a parking ticket. He put himself in harms way and should have kept his foot away from the car. Car owner lawyer's will get him off and then sue the city for excessive force and damages to the car. The second cop was obviously nearby and could have stepped in front of the car if he was really going to leave the scene. Wasn't like he was getting far anyways with all that traffic. The only thing missing was the guy being tased and beat down..
