Newbiealert Google to incorporate Social Networks into Website Weight?

Well as we all know Google is in a constant battle with those that manipulate their SE for profit, especially through SEO. Luckily for us it is a classic example of action and re-action and so Google will always be a step behind.

Google has two projects underdevelopment.

OpenSocial project (for developers)
and Shared Stuff project (service for consumers)

Could this mean that Google will start using social networking to ensure quality/relevant sites are what their searchers see?

These are both from 2007, right? What is G waiting for? They seem to change their TOS on a daily basis anyway.
