Well, prices in my 3rd world country for cars like upto 2 times as much as in US, but I still don't get why he repair his '94 Volvo and for....$11k !!! Just buy decent used bmw or so and drive it 10 years more. Or even buy new car with that cash... of course if you'll have it after that begging.
