$10 minimum bids?! WTF!?

Quick question - I set up a PPC campaign on AdWords... went through all the steps, wrote out my ads, picked out my keywords - everything by-the-book. Lots of long-tail keywords, too, that shouldn't cost more than a few cents a click.

But when I pressed the 'launch' button, Google said that all of my keywords were inactive and needed a minimum bid of 10 DOLLARS to be activated. This has happened to me 3 times now... Any idea why the hell that would happen?
