better to avoid if your website have alexa rank below 100k or near 100k .

because these website already have database of TOP 100K Website.. These website just help you in getting index in search engines.

If you create a new website then this kind of backlink strategy is helpful to get indexed only.

One common thing in these kind of website i.e duplicate content :( .. Most of the sites have almost same content like displaying alexa rank , pagerank , backlinks, title of website , keyword etc etc. So if you apply this method on OLD site which is already popular a bit then it may harm because Search engine may treat backlinks from static website as spam.

Note: This is just my THOUGHT! , If you want to use them you may use it.
 
I've used these types of auto-submit sites for a few new projects and I'd really recommend them for this situation. If nothing more, just running it for a few minutes for some quick backlinks is good.
 
so in another words you are saying if i were able to create 20,000,000 same content static links lets say for cnn.com the site will suffer. A lot of people will disagree.
 
I have used this strategy on small scale before with success... I don't see how it could hurt really...
