about amazon affiliate program

hello guys,

to apply for the amazon affiliate program should i have the website ready or can I apply while I'm working on the website?

Also if I have more than 1 website can I use the same affiliate link in all of them or do I need to create and account for each website?

I would think you could be in process of building the site--- they offer and focus on templates/APIs so I assume they are fine with those coming to them with empty "shells"
