About to launch first FB campaign, few questions`

Ok, so I have a demo targeted that is pretty specific, about 80k. I am targeting using 1 state.

1. I know facebook's rules say the ad must pertain directly to the state if you call it out in the ad. I am pushing a lead-gen offer, and on my LP I state "Offer available only in {state}", so is that good enough for FB's standards? Or should I quit right now and save myself some time creating ads.

2. Is it standard practice when entering a new niche to bid CPC then switch to CPM once you know what ads convert best? Obviously there is no new concrete answer, but my situation is, new niche, and 80k demo, so what would the pros do?

3. This is kind of like the first one, but as long as my LP is related to the location, is that fine to use it in my ad? Or do they go to the offer and check the ToS and see if it really is only available in that state?

****It will very likely get disapproved if you call out the state in the ad.

Awesome, thank you for the advice. I think I will just call out the state on the actual LP instead, dealing with FB approvals is a pain in the arse.
