AdWords - Animated gif nazi?

When adding images to Adwords, it will let you add animated gifs, but only if they don't consider them to be flashing/blinking/strobing. I spent an hour or so playing with frame count, delay, etc, but to no avail. Does anybody know what the threshhold is between blinking and "ok"?
 


Knowing (or not knowing) Google they probably have some image detection going on that says something like "hey, a flashy FREE" is on this image: BAN!" or "This animation of the moon rising in the corner of this ad makes it pleasing to the viewer or adds to the experience: approved"

Just my unqualified guess. Try a slow scroll or something... ???
 
Yeah, but if you make it too long, then the image will be too big to upload. I don't know if they can tell what's actually being displayed, but I suppose if anyone can do it, it's the big G.
 
My guess is that this is hand-moderated.

Imagining a poor sap sitting in front of a monitor with 234 flashing animated gifs, havign to approve or disaprove them as his eyes start to bleed.

On a more serious note, I guess it is an algorith that sorts by "pixels changed" so independently of the time, a "normally" animated pic (movie, for example) would not change more than say, 20% of the total pixels in one frame.

Any "flashing" will change 50% easily.

My guess is that is what flags them.
