Adwords Quality Score

Does quality score go down to the keyword level, ad group level, or campaign level? If I have one keyword in my adgroup that has a horrible CTR will that effect another keyword in my adgroup with a decent CTR? Will that effect other adgroups or campaigns?

The quality score is the rating of how well a specific keyword relates to the Ad group it is in, and the landing page it goes to. So, it goes down to the keyword level. It shouldn't affect any other keyword or ad group in anyway.
