Aggregate other forum's content or usenet using vbulletin

Jlaforums.com pulls content from usenet (for sure) and other vbulletin forums(I think).

Is this is a simple plugin for vbulletin? How can I accomplish the same thing?

I would like to be able to create an auto targeted topic vbulletin forum.
