It seems most people in the testing stage use direct linking to test out offers ----------- should we always direct link to start or build a simple landing page for each offer?

A good pre-sell landing page will usually work better than a direct link. But for initial testing purposes, direct linking can give you an idea of conversion rates you can expect. Once you're happy, build a pre-sell page and watch the conversion rate pop.
PPCBully the spying software did a few case studies and found that only a few direct linking offers worked.
But it's possible that after the direct linking work, that advertiser switch to a nice review page, presell page or optin page and get better conversion.
