I've never had a problem with PayPal for selling digital products but I'm always so fucking nervous to do any large numbers with them because I've always heard stories from countless people who say that PayPal fucked them up the ass for doing large numbers.
Basically if PayPal thinks that your doing something out of the ordinary, or your account seems to be suspecious in there eyes, then they have every right to put your account and money on hold for up to 6 months while they investigate your account activity.
But I think this has more to do with buyers complaining about the seller, or someone having zero feedback for a long time frame and then all of a sudden start bringing in thousands after thousands, that could seem a bit suspecious.
But even so I try not to push my paypal account much more then $2000 every two weeks, If it gets more then that I take the cash out right away just in case. Can't be too careful.
Now on the other hand Google checkout has no real limit that I've heard of, basically the cash goes right into your bank account so they can't really hold your funds from you, this gives you a lot more security in my eyes, but if what you say is right and its less secure for your online products then its kind of a toss up.
I don't think Google out of all companies would be that stupid to do what you say though, only because you can instantly verify a credit card online, I know that 100% a perfect example of two sites which do this are
World of Warcraft Community Site and
Direct2Drive: Download Games, Movies, TV Shows and more at D2D both those sites verify the cards instantly, so there is no reason why Google checkout would take a couple hours to do it, unless there paying with an e-check then it can take some time but the same with PayPal, this is why I try to never take e-checks.
Anyway enough of a ramble for me basically do your research carefully on both, read the fucking TOS and then judge, contact them about further questions, don't be lazy and try to get the advice of others in matters that can effect your cash flow hahaha.
