Azoogle terms seem to prohibit arbitrage

Ok so I am still somewhat new to affiliate marketing, but I have run some successful PPC campaigns. I originally went down the marketing guru/scam/deusche bag route and promoted some work-at-home type clickbank products, however, I want to do something legitimate. I was planning on signing up and starting an azoogle campaign, but their terms of service state that:

"Your Affiliate Website must contain distinct and legitimate content, substance and material, not simply a list of links or advertisements. Further, the applicable Affiliate Website(s) must serve a purpose substantially or completely separate and distinct from merely being designed to earn money solely from Company’s Advertisers or other third party advertisers;"

Hmmm....

I see many of you promoting ringtones through pay per click, and it seems obvious that the sole purpose of those websites IS to earn money from the company's advertisers. There is no content on the pages, its just an ad.

soooo.... How do you guys get around it? Can I sign up for azoogle without a "real" website with the intention of marketing through PPC? How did you guys do it?

It is kind of like the adsense TOS that says you can't put adsense on a site that was made for adsense. What do you think the percentage of the sites out there with adsense on them were made for? I bet it is pretty high.
