Best proxy for dealing with ISPs/buying servers?

I need to buy servers and IPs but live in a bad country to do it. I need a solution that will allow me to email with the ISPs and purchase the servers on their sites...and I need to make them think I'm in Alabama...ideally I would be able to choose the state/city. What's the best way to do this?

Your best bet would be either Tor or VPN from any of the VPN providers.
