Browser Based Cookies? Master Cookies, connecting with gooogle pixels

Hi,
I think there is no real solution, but I was hopping to get a bit of ideas and insight.
When I run an adwords campaign for XYZ where a confirmation mal is send out after registration.
So, the usual thing is, that a Browser Based cookie is set within the Browser the user uses. So whats going on when the user signs up with explorer, but email link is opened in Thunderbird via Mozilla, then no connection is made between the google pixel and the cookie, since 2 diffrtent browsers.

So I was actuall wondering if there is something like a master cookie which is storedalso in the browsers the users has on their PCs or can all the information to track the conversion put within ther email link, so the cookies are not needed anymore?

How can this be solved?

there is no such thing as a "master cookie".
you could track it by ip though. or wouldnt be hard to track it based on their sign up details (as they have to click their own unique link to confirm it#)
 
How would IP tracking work (would there be a think like a cooky, can this be done in Adwords, is there a code what can be included in the conversion page)?

And do you guys have problems with a scenario like I described (sign up with explore, confirm link with firfox) as well. How high might be the dark numberrs of not tracked lost signups?
