Building SEM campaign. Do you throw all keywords possible in or root keywords?

So I am doing this campaign for a local plumber.

I have been working on this for 4 days, throwing in every keyword rendition possible and making my ad groups as tight as possible.

That being said, do you do this when starting a campaign or do you start with the root keywords and build out from there?
