They are running it in violation of the Adwords Display URL policy.
The actual landing page URL will be totally different.

There is another ad showing "FTC.gov" as the display URL, which goes to a parked domain!

I think that's to avoid 1 URL policy. And What if I register all those domain and create a landing page that'll link to the offer so it won't violating TOS?

Google's been pretty quick to pull those, though I don't know why they don't check automatically.

That being said, there is still a way around their URL checker system, that doesn't involve cloaking...

i do this quite often. The ads are pulled in about 5 minuntes. I do manage to get around 50 clicks or so before they're taken down.

YSM is probably more vulnerable to false display url's though ... not too sure about their policies but I've done 'Cool-Widgets.domain.com' and sent clicks to 'CoolWidgets.domain.com' without any problems.

Yes. Also, by using multiple phantom/fake urls, you can "own" the keyword with multiple ads.
