I have been searching a way to create multiple craigslist accounts. Anybody have any suggestions? I am thinking the best way would be to buy PVA and then just make them? I would appreciate any advice!

I think you're heading in the right direction by purchasing PVAs. Just keep in mind that Craigslist has been spammed to death and people are very wary of CL offers.
 
And when buying PVA's you have to be real careful where you're buying them from, as the quality can be bad. You dont know if they've made multiple pvas using same IP, geo targeted IP or what.

It can be tough so research well.
