Creating an Ad Network - Publisher-Side Platforms

Looking for insights into which publisher-side platforms would be ideal with a small-scale ad network. The tool needs to allow for publisher reporting and payouts. I know OpenX has plugins to allow for some of this. I've also taken a look at Adify, but exploring other options.

Although it depends on the type of network you want to run, publisher reporting and payouts is pretty basic stuff.

I don't think direct right media still allows new networks, but I know they used to have some type of platform before yahoo bought them out (although that was like 3-4 years ago now)

Forget Right Media, they don't work with start-up ad networks, they have a hefty monthly fee.

OpenX kinda sucks for reporting, and it's more of an ad server, plugins to extend it will be expensive as you need a plugin for each part of the network such as stats, payments, etc.
