Do Google Referrals 2.0 still suck?

They have some pretty relevant offers for one of my main sites and I was going to sprinkle some of the Google referral ads in place of AdSense until I noticed the fine print:

You can't display them on pages where you buy traffic??? WTF is that? Did I misread it, and if not do they enforce it? Also - does Google's affiliate program still suck?

Any advice would be appreciated. Unless your advice sucks of course.

Yeah, you can't use them on pages that you bought traffic from (but this is no where in their TOS, so they can't really yank back money). Made a few thousand from that until they told me to stop.
