Does E-mail marketing still work?

I have some lead offers, surveys, etc.. and wondering if e-mail marketing still works. Where can I get e-mail address in bulk that won't be considered spam? and are these filtered through spam filters?

Email Marketing is as strong as ever, but just having a bunch of records is not going to get it done anymore. Need to understand what and how the ISP's will take bulk mail (spam or not).

Lots of good email companies out there - send me a message and I will point you in the right direction.
