I was wondering what the downside would be to duplicating my arbitrage campaigns across multiple domains with the same content with different adsense accounts and different advertising accounts and different credit cards? Any insight would be helpful ...

just make more campaigns with the same site, same account, same credit card.

I wouldn't worry about it. I had a site up on 4 different domains, same layout and content, and didn't make a difference.
I've done it with 2 domains, using the same keywords, different ad copy and had around the same return on both domains.
Yea, I had about the same results. Besides the fact that all four were the top 4 for the searched keywords in 7searches affiliates, so you got to account that some got more clicks to the page then others. but it worked out well. Thats how I tested ad placement. I switched them on each domain. They all hit around 40% though except one which had 80% ctr so I stuck with that one, but 40% still isn't bad.
