Email Design work?

My company is looking to produce several email campaigns, and we need the help of a graphic designer to spruce them up.

Is this the best spot to look for the services of a graphic designer with an understanding of HTML email and email delivery?

We have all the content/copy at this point. We need someone who can help us:

  1. Identify good templates to use (that will work for a variety of email service providers and that will look good on all the major email clients)
  2. Help us make it look professional, engaging, colorful, etc.

We have a few hundred to spend (between $100 and $500) on this depending on what's being offered.

Right now we're looking to create 15 emails, though they can largely re-use the same basic template with minor changes to stock photos etc. when appropriate.
 
html emails can look screwed in many webmail platforms ( 3-4 years ago it was a hell ) so looking for someone that has some experience with html emails is a plus and will save several hours of random attempts to fix things.
 
What kind of template you looking for?
eg. Is it going to have to advertise 10 products? Or is it more of a informational style template with just a few pics?
