What are your levels of knowledge with regards to web programming? If you've some basic PHP, it shouldn't take too much to hack in the GeoIP PECL package from here: PECL :: Package :: geoip
That said, the Geo IP databases can vary in expense. IIRC, you can get country-level for free, but anything more specific may cost you.
