Space.
I know this is going to sound a little strange but there is no other way to explain it.

Say I had a website pinkpoodles.com: The Leading Poodles Site on the Net that wasn't specifically catered for any country with all the offers being for US companies.

Now say I found the same niche (pink poodles) for sale with an Australian company only.

What is the best way to exploit this?

I don't think people are necessarily going to search for "pink poodles australia" or "pink poodles au" in google, but more likely "pink poodles" or "buy pink poodles". If I want it to organically show up in google.com.au being specifically targeted for my area would it be best to have it at pinkpoodles.com: The Leading Poodles Site on the Net.

Anything else?

Firstly, get the ccTLD. In this case, .com.AU for it. People browsing from Australia get .com.AUs ranked more highly in their search results because Google's started to localise search results unless you specifically tell it not to.
I'm not even talking about the "Search for Australian only" radio button. You actually have to login to the iGoogle thing and tell it to not prioritize the country you're browsing from.

Don't forget to add Australia to your meta description, and use the word "Australia" or "Australian" a lot in <img> names & alts, and <h1> or <h2> tags...

Don't forget you can specifically geo-target with Google's ads as well, but that's if you like spending money.
